Zusammenfassung:

Im Projekt LUCAS (Land Use / Cover Area Frame Statistical Survey) werden europaweit im Raster von 18*18 km terrestrische Daten zur landwirtschaftlichen Nutzung erhoben. Das Hauptziel dieser Erhebung ist es, eine Methode für eine routinemäßige Umweltberichterstattung in der EU im landwirtschaftlichen Sektor zu entwickeln. Letztendlich sollen alle wesentlichen Umwelteinflüsse der Landwirtschaft in der Agrarstatistik aufgeführt werden. Die Professur Landwirtschaftliche Nutzung an der Hochschule für nachhaltige Entwicklung Eberswalde (FH) wertet im Auftrag von EUROSTAT die ersten europaweiten Erhebungen der Jahre 2001 und 2003 zur Nutzbarkeit der Daten bzgl. der Beurteilung der fachlichen Praxis der Landwirtschaftsbetriebe aus. Ein zentraler Gesichtspunkt ist die Erarbeitung geeigneter bzw. Nutzung vorhandener Agrar-Umwelt-Indikatoren. Darüber hinaus werden diese Ergebnisse in GIS dargestellt und Vorschläge für eine Verbesserung der Erhebungs- und Befragungsmethodik entwickelt. Das Hauptaugenmerk wird dabei Evaluierung der Umweltwirkungen der verschiedenen landwirtschaftlichen Aktivitäten gewidmet.

Abstract:

The pilot project LUCAS (Land Use / Cover Area frame statistical Survey) is considered to test and improve a European wide accepted source of information about data on land cover, land use and environmentally important features. It is based on the two European Commission papers[1] which describe the necessity

• of the integration of environmental concerns into agricultural policies of the EU

• to monitor the environmental and socio-economic outcome of the Common Agricultural Policy of the EU with the help of Agri-environmental Indicators (AEI). Therefore a proposal with 35 indicators was compiled by the Commission Communication in 2001.

In this context the LUCAS project was launched to evaluate a method of data sampling to inform Agri-environmental Indicators. LUCAS is divided in two phases where Phase 1 is dedicated to field surveys with specific analysis of farmers fields across EU member countries. According to the sampling plots of Phase 1 farmers are identified whose fields were object of the field survey to perform in LUCAS Phase 2 an interview about the farm and cultivation practices. A representative sample of 5000 farmers was drawn and were interviewed. Besides general questions regarding farm type, agricultural land use/land cover and yields, several questions dealt with agricultural practices which may serve for feeding the indicators: such as irrigation technique, tillage system, fertiliser application and area under specific environmental protection measures.

Some of the indicators proposed by the Commission (2001) could obviously be informed by the data sampled from the farmers interviews. Detailed investigations of the interview feed back were performed to find out the value of such interview surveys for the future environmental statistics.
