SUFISA - Sustainable Finance for Sustainable Agriculture and Fisheries

SUFISA aims to identify practices, policies and markets in the agriculture, fisheries and aquaculture sectors that support the sustainability of primary producers in a context of complex policy requirements, market imperfections and globalization. The main purpose of the work package on solutions and scenarios (WP4) is to identify solutions (i.e. institutional arrangements combining policy instruments and collective strategies) that aim at strengthening the sustainability of primary production in the agriculture, aquaculture and fishery sector in Europe, by 2030. A prospective approach was chosen to highlight different potential development trajectories. This exercise has been based on two main dimensions.
First, the exploration of environmental changes likely to affect the activities of producers by 2030 by analyzing the potential evolution of the organization of food chains, European diets, innovations in agriculture, trade policies and the level of demand on international agricultural markets. Four potential scenarios of European food systems have been developed and are examined here according to the evolution of these different aspects. Second, the identification of different solutions that can be implemented to deal with these potential changes affecting the situation of producers.

The main objective of developing scenarios is to identify solutions (i.e. public policies and / or collective strategies) to increase the sustainability of primary producers in Europe by 2030, and to test their relevance and potential impacts. In this context, scenarios can be considered as stories that help to explore what, how and why things could happen in a certain way.
In the SUFISA project, key to the approach taken has been to put the producers themselves at the centre of the research in order to get their perspectives on the key issues that need to be considered. This approach also applies to WP4. The intention within WP4 was to gather stakeholders of the sector together for a workshop to examine the four scenarios identified, to explore how a given food system narrative is likely to bring about changes in producers’ strategies, and how possible solutions might be adopted and implemented.
