Staff Councils at HNEE
The staff councils advocate for the interests of employees at HNEE. They serve as the primary point of contact for questions, concerns, and suggestions, ensuring that employees’ perspectives are represented in the university’s decision-making processes.
Their tasks include:
Co-Determination and Exchange
- Organising staff meetings
- Participating in decisions relevant to the university
Supporting Employees
- Receiving and forwarding concerns and complaints
- Promoting compliance with employees’ rights and protective regulations
Equal Opportunities
- Supporting the integration and development of employees with severe disabilities, in collaboration with the representative body for employees with severe disabilities
The staff councils work in close cooperation with the relevant university departments. Their work is guided by legal regulations, collective agreements, and other provisions. The Staff Representation Act of the State of Brandenburg (PersVG) governs the co-determination and participation rights of staff councils.
The staff councils are available to employees for questions, concerns, and suggestions.

Youth and Trainee Representative Committee (JAV)
The Youth and Trainee Representative Committee (JAV) works to promote the interests of young people and trainees. It monitors compliance with all relevant regulations, forwards suggestions for improvement to the Staff Council, and proposes measures to support professional development and the integration of foreign trainees. The JAV is a key point of contact for actively improving working and training conditions.
